Local Moving Services in San Jose, CA Careful Moves Across Town

A household move that begins and ends in California is priced under a state tariff almost nobody reads. It fixes the hourly ceiling, defines which minutes are billable, and requires a written price cap signed before the first carton leaves the room.

The agency changed, and old advice still points at the wrong one

For decades this work was licensed by the Public Utilities Commission. Senate Bill 19, signed on October 2, 2017, ended that. Oversight of household movers moved to what is now the Bureau of Household Goods and Services, inside the Department of Consumer Affairs, on July 1, 2018. The commission's own notice of the handoff is still posted, and it points consumers to the bureau for anything involving a moving company (CPUC). So a checklist telling you to look up your mover with the utilities commission is out of date by years. The bureau licenses the companies, publishes the rate tariff, and takes the complaints.

What the hourly ceiling in Territory A actually says

Item 320 of Maximum Rate Tariff 4 caps straight-time charges on a shipment traveling one hundred miles or less. This county sits in the tariff's Territory A, where the maximum is $142.01 an hour for a vehicle and one person and $228.01 for a vehicle and two, with $81.80 for each person past the second. Overtime has its own ceilings: $307.65 for a two-person crew at time and a half and $387.55 at double time (tariff). Read that as a ceiling and nothing more. Local competition sets the figure you will actually be quoted, and it usually lands well underneath.

Double drive time, and how the minutes get rounded

Item 36 defines the billable clock as loading, plus unloading, plus twice the driving time from origin to destination. Send a crew from Rose Garden to Evergreen and the twenty-two-minute run bills as forty-four. Two exceptions matter. On a job needing more than one trip, only the first trip is doubled and later trips bill at actual time. When two households ride on one truck, each is charged twenty-five minutes of driving.

Fractions are rounded on a published table rather than by the crew chief. Anything over seven minutes but not over twenty-two becomes a quarter hour, over twenty-two becomes a half, over thirty-seven becomes three quarters, and over fifty-two rounds to the full hour. Start and stop times must be written on the shipping document to the minute.

The document that turns a quote into a ceiling

Item 128 requires the Agreement for Moving Services to reach you no less than three days before moving day, already signed by the mover and bound to the quoted rates. The Not to Exceed Price and the mover's final signature go on no later than the day itself, but before any service begins. Item 130 forbids that figure from being preprinted and requires it to be set in good faith on your specific circumstances. Added work needs a Change Order for Services under Item 120, signed by both sides before that work happens. The bureau is blunt about the limit: a change order cannot be used simply because a mover underestimated the job.

What can be demanded at the new address

Under Item 104 a mover may collect before releasing the load, and a credit card payment counts as cash. It also says the crew must unload once you pay the Not to Exceed Price plus any valid change orders, whether or not the company believes more is owed. On that payment the carrier's lien is extinguished and the goods must be released. No lien ever attaches to food, medicine, medical devices, items that treat or assist a person with a disability, or items used to care for a minor child. Freight bills have to be presented within seven calendar days of delivery, and anything overcollected is refundable within ten days.

Verify the permit before the deposit clears

Item 88 requires the bureau-issued CAL-T number on stationery, shipping documents, and printed advertising, so the same number should appear on the ad, the agreement, and the freight bill. Run it through the license search on the bureau's site. The stakes are not theoretical: a company operating without a valid permit can be cited up to $5,000 per offense, and under Business and Professions Code section 19237 it cannot enforce a security interest or sue you for the money (law book). The tariff adds that an unlicensed mover has no right to withhold your belongings for any reason at all.

What actually moves the total across town

Crew size, hours, the doubled drive, stairs, long carries from the truck, packing, and materials. An hourly rate is easy to compare between companies and the number of hours is not, which is why the honest conversation is about the day rather than the rate. Almaden Valley and Evergreen addresses stretch the doubled drive; a Japantown or Downtown curb adds permit work before the truck can legally stand still.

A California move has a Cal-T number and a written price ceiling

For an intrastate household move that begins and ends in California, a mover's advertising and moving documents must show its Bureau-issued CAL-T number. California's Maximum Rate Tariff 4 requires a written Agreement for Moving Services with a Not to Exceed Price before service begins, subject to bona fide written change orders.

Why it matters: A San Jose household staying in California should verify the mover's Cal-T authority and read the completed agreement before loading. The Cal-T number is a checkable license identifier, and the written Not to Exceed Price is more protective than a verbal or generic online quote.

The protections change when a San Jose move crosses a state line

A household move from San Jose to another state is governed by federal interstate rules rather than California's intrastate tariff. FMCSA says the carrier must provide a written estimate based on an actual or virtual inspection; a binding estimate protects the stated delivery amount, while a non-binding estimate is subject to a 110-percent collection limit at delivery.

Why it matters: A state line changes the paperwork, estimate protections, and carrier verification steps. A San Jose household moving out of California should ask whether its federal estimate is binding or non-binding rather than assuming that a California Not to Exceed agreement applies.

The curb can need as much planning as the apartment

San José lists tow-away permits and Downtown lane-closure permits through its Department of Transportation. The City strongly recommends submitting a tow-away application at least two weeks in advance and says transportation-permit processing can take two business days or more.

Why it matters: For apartment buildings, Downtown addresses, and difficult curbs, truck access must be coordinated before moving day. Building permission alone does not create a legal loading space, so an access plan may require a City permit and an early reservation.
